lt <br /> EN HILLS <br /> MEMORANDUM <br /> DATE: December 19,2011 <br /> TO: Honorable Mayor and City Councilmembers <br /> Patrick HIaers, City Administrator <br /> FROM: Terry Maurer, Public Works Director ! <br /> SUBJECT: Storm Water Outlet/Pond Inventory <br /> Background <br /> There is a $100,000 item in the 2011 CIP for the update of the City's Surface Water <br /> Management Plan which is required by State law and Rice Creek Watershed District <br /> (RCWD) policy. On November 14, 2011 the City Council authorized the expenditure of <br /> up to $25,000 to complete this work utilizing the Joint Powers Agreement and some <br /> minor consultant time. This was staff s recommendation for the most cost-effective way <br /> to complete this required update. <br /> At the same November 14, 2011, meeting, staff indicated we would be exploring <br /> spending some additional monies out of the $100,000 CIP item to get an inventory of the <br /> ponds in the City storm water system along with an inventory, GPS locations, and <br /> inspection of storm sewer inlets/outlets in these ponds. This inlet/outlet work was a <br /> requirement of the City's first MS4 permit and was suppose to be complete by now but <br /> has yet to be started. The pond inventory will be a requirement of the new MS4 permit <br /> the City will be getting from the MPCA in 2012. <br /> Attached is a proposal from Elfering and Associates for all the field work to complete the <br /> inventories and inspections along with adding the gathered field information to our GIS <br /> map for permanent retention. The work will be completed on an hourly basis ($50/hr for <br /> a Technician and $65/hr for a Staff Engineer) not to exceed $24,000. The hourly basis is <br /> necessary since at this time we do not even know how many ponds and inlets/outlets are <br /> in our system.
