The base bid <br />for this project is for removal and replacement of lift station 13. There were four (4) add alternate items <br />for pump and electrical work at lift stations 2, 5, 7 and 8. The base bid numbers for lift station 13 ranged <br />from $194,250 to $366,500 as shown in the attached Bid Tabulation. The Engineer's estimate for the <br />project was $270,000. The apparent low, responsive and responsible bidder was Minger Construction, <br />Inc. of Chanhassen, Minnesota. <br />Five of the eight bidders were below the engineer's estimate and three were above the estimate. The low <br />bidder is approJcimately 28 percent below the engineer's estimate. There were 4 add alternate items and <br />each bidder provided a cost for each add item. Award of the project is based on the base bid price for lift <br />station 13 and any or all add items could be accepted or rejected from the low base bidder. Since Minger <br />Construction is the low base bidder, their add alternate items can be evaluated. Based on the costs of the <br />add alternate items it is our recommendation that the City reject all of the add alternate items and <br />reconsider these at a some future time. <br />Based on the base bid numbers the bid documents did not contain any wording or ambiguities so as to <br />force the Contractors to build in additional contingencies. Based on the relative tight bidding and very <br />competitive bids we feel the speciiications were not restrictive to force a non-competitive bid situation. <br />Therefore, we feel that the bids received were competitive and responsive and re-bidding of the project <br />would not provide any cost savings. <br />Minger Construction, Inc., out of Chanhassen, Minnesota, is a reputable contractor that has previous <br />experience with projects similar in scope and size. Bolton & Menk, Inc. has worked with Minger <br />Construction, Inc. on multiple projects in the past with good success. Based on their experience and <br />qualifications, along with their acceptable bid price, we recommend that the City of Arden Hills consider <br />awarding the Lift Station Improvements base bid with no add alternates to Minger Construction, Inc. in <br />the amount of $194,250. <br />Respectfully submitted, <br />BOLTON & MENK, INC. <br />�c.'������ <br />Seth A.
