having, among other things, a functional kitchen. SRO's, on the other hand, are single rooms <br /> which do not necessarily have a kitchen as it is defined by the Building Code. The City's <br /> Zoning Code allows multi-family dwelling units within the B-2 District, but not SRO's. <br /> This proposed use is also distinct from the previous use of the building as student housing. <br /> As a net lessee of the building, Northwestern College was able to exercise a great deal of <br /> control over the students that lived in the building, and could guarantee that only students <br /> would be allowed to live in it. This would not be the case with a privately owned <br /> landlord/tenant situation, as is proposed here. <br /> In order to accommodate the applicant's request to allow an SRO building at the proposed <br /> site, the request includes a proposal to amend the definition of Boarding House in the City's <br /> Zoning Code, to allow up to 153 persons, and add boarding houses as a permitted use <br /> through a PUD process in the B-2 District. This means that the use would be considered <br /> permitted, but would be required to get an approved Master and Final PUD in order to <br /> operate in the B-2 District. <br /> The applicant is not proposing any alterations or use of the former restaurant facility. The <br /> applicant has submitted a letter outlining the reasons for the request (Attachment A); a traffic <br /> analysis (Attachment B); and a Preliminary Plat plan set(Attachment D). <br /> 3.
