i <br /> ,- 1ZEN HILLS <br /> MEMORANDUM <br /> DATE: February 8, 2012 PC Agenda Item 5.A <br /> TO: Planning Commission <br /> FROM: Meagan Beekman, City Planner <br /> SUBJECT: Report from the City Council <br /> February 13,2012, City Council Meeting <br /> The City Council approved (4-1; Holmes dissenting) Planning Case 12-001 to allow the <br /> expansion of nonconforming single and two-family structures under certain circumstances. The <br /> ordinance went into effect on February 23, 2012. The Planning Commission unanimously <br /> recommended approval of this item at the February 8, 2012, meeting. <br /> The City Council unanimously approved Planning Case 12-003, revising the City's parking <br /> regulations. The amendment consolidated all parking regulations into one section, and clarified <br /> the regulations to make them more enforceable. The ordinance did not have a hearing before the <br /> Planning Commission because it did not affect any portion of Chapter 13,the Zoning Code. <br /> The City unanimously approved the hiring of a new full time Assistant City Engineer. John <br /> Anderson will start later in March. The City is restructuring its joint powers agreement with <br /> Roseville to bring engineering services in house. The agreement continues to allow both cities to <br /> share engineering resources including GIS mapping services,but does not require Arden Hills to <br /> pay for a set number of hours per year. <br /> At a work session on February 13, 2012, the Council heard a concept proposal from the <br /> Salvation Army to redevelop the vacant 1300 Grey Fox Road, formerly Eastside Beverage, into a <br /> warehouse, processing and distribution center, with associated residential facilities for up to 130 <br /> men participating in their Adult Rehabilitation program. Salvation Army currently operated their <br /> facility in downtown Minneapolis, but is looking for a new home. The Council did not provide <br /> clear direction at the work session,but has asked the Salvation Army to come back to a future <br /> work session to discuss in depth specific questions raised by the Council.
