ARDEN HILLS REGULAR CITY COUNCIL MEETNG—DECEMBER 12, 2011 2 <br /> • Conduct a work session with Ramsey County, neighborhood representatives, and Mn/DOT <br /> officials to determine why noise impact to TH 10 cannot be considered part of the project <br /> despite project's influence on traffic volumes in area, and initial inclusion in overall study <br /> commissioned by Mn/DOT. <br /> o Noise wall construction would be most cost-effective if completed at same time as <br /> grade separation. <br /> • Consider rescinding the prior Condition for Municipal Consent and reword with stronger <br /> language on basis that: <br /> o City's concerns of EA were never formally addressed by Ramsey County. <br /> o SEH noise analyses referenced did not follow Mn/DOT policies in place at that <br /> time. <br /> o Project delay to 2013 should allow City and County sufficient time to come to final <br /> resolution. <br /> • As TCAAP development discussions continue, include construction of noise wall/visual <br /> barrier along west side of TH10 as condition for Municipal Consent for future state <br /> transportation projects. <br /> • Consider other funding sources for noise abatement in this area: <br /> o Old Highway 10 is now designated for a north-south multi-use trail connection to <br /> Highway 96 Regional Trail System. <br /> o Increased pedestrian use warrants additional safety measures to separate interstate <br /> traffic on TH 10 from local access road. <br /> Nick Cmiel, 1779 Lake Valentine Road, presented his own noise analysis model related to the US <br /> 10/Highway 96 project and the cost effectiveness of a noise wall for the East Round Lake <br /> neighborhood. <br /> 3. STAFF COMMENTS <br /> A. TCAAP/Stadium Proposal Update <br /> City Administrator Klaers updated Council on the latest events related to the stadium proposal: <br /> • On November 29th the Senate Tax and Local Government Committee held a joint meeting <br /> focusing on stadium sites with presentations by the Vikings, Ramsey County, Metropolitan <br /> Sports Facility Commission, and the City of Minneapolis. <br /> • The City of Minneapolis has announced that their preferred stadium site is the Metrodome <br /> location. <br /> • On December 6th the Senate Tax and State Government Innovation Committee held a joint <br /> meeting focusing on stadium funding sources. <br /> City Administrator Klaers explained that there have been some questions about Ramsey <br /> County's plans for site remediation. To answer those questions, he invited Greg Mack, Ramsey <br /> County Director of Parks and Recreation, to speak at tonight's meeting. <br /> Greg Mack explained that Ramsey County has entered into an offer to purchase 430 acres of the <br /> TCAAP property. The purchase agreement is conditioned on the State providing development <br /> funding for the site and runs through August 1, 2012. He explained that the $28.5 purchase price <br />
