Should be eliminated. <br /> o Subdivision 5.No comment. <br /> o Subdivision 6.No comment <br /> o Subdivision 7.No comment. <br /> o Subdivision 8.No comment. <br /> Councilmember Holmes stated that she thinks this change would be punishing the residents of <br /> Arden Hills in order to enforce the rental statutes related to parking. Residents will ask why the <br /> Council made this change and it appears the only reason is the rental issue. <br /> Community Development Director Hutmacher commented that not all excessive driveway <br /> parking is related to rental property. <br /> Mayor Grant stated that he agrees that the 30-minute timeframe in Subdivision 2 is "kind of <br /> silly." He also agreed that these changes are penalizing the homeowners to keep rental-related <br /> parking issues under control. But, he pointed out that he hears a lot of complaints from residents <br /> about the number of cars parked at rental property. <br /> Councilmember Holmes concurred with the Mayor's statement regarding the number of <br /> complaints about parking at rental property. She agreed that the 30-minute timeframe should be <br /> eliminated from Subdivision 2 and that Subdivisions 3 and 4 should be deleted. She <br /> recommended that there be more publicity regarding the overnight parking restrictions and the <br /> parking waiver process. <br /> City Administrator Klaers stated that staff will have the City Attorney review the proposed <br /> changes to the parking ordinance. <br /> Community Development Director Hutmacher added that staff will also consult with the City <br /> Attorney about adding the driveway parking restriction to the parking ordinance. <br /> Discussion ensued and Council consensus was to eliminate the 30-minute timeframe from <br /> Subdivision 2, delete Subdivision 3, and direct staff to consult with the City Attorney about <br /> limiting the number of cars parked in driveways. <br /> E. Gateway Signs <br /> Community Development Director Hutmacher explained that the Council and the Economic <br /> Development Commission (EDC) have been working on Gateway Signs for several years. The <br /> installation of gateway signs is a Council goal for 2012 and the estimated time to complete the <br /> goal is three years. <br /> Community Development Director Hutmacher stated that at the April 18,2011, Work Session, <br /> the Council reviewed previous sign proposals and the majority of the Council supported a high- <br /> quality, masonry-base sign at a cost of up to $25,000. Councilmembers also supported the <br /> installation of four to eight signs over the next few years at the priority locations identified by the <br /> EDC as listed below: <br />
