ENHILLS
MEMORANDUM
DATE: March 15, 2012 Agenda Item: 4.A.
TO: Parks Trails and Recreation Committee
FROM: Michelle Olson, Parks and Recreation Manager IC
SUBJECT: Comprehensive Plan (2030)
Background
At the February 21, 2012 Joint PTRC/City Council work session, Council asked the PTRC about
their vision and purpose, specifically related to the Parks, Trails and Open Space Plan (PTOS).
The PTOS Plan was researched and created in 2001. The final plan was accepted by Council in
March of 2002. Staff will have a copy of the PTOS Plan at Tuesday's meeting for the
Committee to review. In 2009, the PTRC worked on updating that plan within chapter 9 of the
Comprehensive Plan. The Comprehensive Plan is a 20 year plan (2030) that was approved by
Council on September 28, 2009. Staff has included a copy of this plan for the Committee to
review and add to your Parks and Recreation Facility Inventory Manuals.
The Committee may want to review the Comprehensive Plan each year and make edits. These
edits would not be official but could be kept until the next official Comprehensive Plan Update
occurs. In the past year, PTRC members have inquired about updating the PTOS plan. This
plan included surveys to residents and neighborhood meetings. The plan was done by
Ingraham and Associates for a cost of $60,000. The PTRC may want to discuss if this is a
project they would like to pursue. If so, the committee may want to consider recommending this
project to Council within the next Capital Improvement Program.
Requested Action
Staff provided Chapter 9 of the Comprehensive Plan for the Committee's review and discussion.
03202012 Comprehensive Plan Discussion.doc
