Carroll's Furniture Access <br /> Staff has discussed options for providing a more adequate access to serve the three properties <br /> lying west of the Holiday Inn site. Since this proposal is moving forward before that issue <br /> can be thoroughly analyzed, Staff is suggesting that the Holiday Inn site provide an easement <br /> along the entire west property line easterly to the rear of the row of parking adjacent to the <br /> building. The easement would be used to accommodate a reconfiguration of the existing <br /> drive-aisle, access to the three businesses to the west of the Holiday Inn site, and possible <br /> shared parking. The owners of the Holiday Inn site have also been asked to participate in <br /> future discussions to address this issue. The applicant is not being asked to pay for any of <br /> these improvements, and reconstruction of the west portion of the Holiday Inn site could be <br /> suspended until a final solution is agreed upon by all parties. The City's intention would be <br /> to minimize any impacts to the Holiday Inn site as much as possible, and to vacate any <br /> portion of the easement that is not part of the long-term solution to this issue. <br /> 4. Safety and Security <br /> The Ramsey County Sheriff has reviewed the plans and submitted comments based on a <br /> conversation that he had with the applicant (Attachment E). The Sheriff has three primary <br /> concerns. The first is lighting of the parking lot. During the time when the building was <br /> used as student housing there was a marked increase in vehicle break-ins. The Sheriff has <br /> recommended that additional lighting be maintained at a minimum of 3-foot candles at <br /> ground level across the parking lot surface. <br /> The second area of concern is the vacant space that will remain after the first phase is <br /> complete. The Sheriff has asked for a camera and locking plan, subject to his approval, prior <br /> to the issuance of a building permit. He remains concerned over the ability to secure vacant <br /> spaces once the building is partially occupied. <br /> The third area of concern is regarding the controlled access and security personnel for the <br /> building. Most apartment buildings offer in-room intercom systems that allow residents to <br /> buzz in visitors. That will not be the case in this building. The applicant is proposing that <br /> visitors will call residents, who will then call down to a security person, who will let people <br /> in. Furthermore security will be responsible for monitoring cameras throughout the building, <br /> which are an integral aspect of security for the third and fourth floors, touring the building on <br /> occasion, and attending to issues that may arise on an as-needed basis.
