Step 6: Calculate Modal Shift Reduction on Number of Trips assuming a factor to <br /> account for transit routes, carpooling, bicycle routes and pedestrian activity. In <br /> this case a 20%reduction was used to account for modal shift. <br /> The numbers in Table 3B represent these final adjusted figures. <br /> • Response—Restaurant use is not anticipated for the development, and therefore is not a <br /> realistic land use to be tested. <br /> 4. The traffic study should include a LOS analysis of how the redevelopment will affect the County <br /> Road E at the access locations and for each turning movement at the County Road E and <br /> Lexington intersection. Future improvements to County Road E should be taken into <br /> consideration when determining the proposed access locations. <br /> • Response—RLK utilized Synchro and SimTraffic operational models to analyze levels of <br /> service(LOS)at each of the access intersections and at the major intersection noted. <br /> Each of the intersections tested operate currently at LOS-D or better in the AM and PM <br /> Peak Hours. (Note: LOS-D is the regionally-accepted benchmark of level of service for <br /> intersections to operate at or better before mitigation should be considered.) <br /> • Under,existing conditions, it was noted that the eastbound left turn lane at Co.Rd E and <br /> Lexington operates at LOS-F in the PM Peak Hour. It should be noted, however, that <br /> stacking in the left turn lane does not extend at or beyond the easterly intersection into <br /> the site. The intersection operation does not worsen with the addition of the development <br /> traffic. <br /> • As with previous development scenarios for the former hotel site, no new access points <br /> will be introduced along County Road E. In fact, the intermediate access serving the <br /> front drop-off entrance will be removed.
