EN HILLS <br /> MEMORANDUM <br /> DATE: May 15, 2012 Agenda Item: 3.C. <br /> TO: Parks Trails and Recreation Committee <br /> FROM: Michelle Olson, Parks and Recreation Manager -MO <br /> SUBJECT: Preliminary 2013-2017 Capital Improvement Program Discussion <br /> Background <br /> This item was tabled from the April meeting until May. <br /> Staff is asking for the PTRC to review last year's Capital Improvement Program (CIP) Projects <br /> for 2012-2016 (Attached for PTRC review) and give feedback on any changes and additions for <br /> the 2013-2017 Program. The Committee has been making suggestions throughout the year <br /> (such as bike rikes, off leash dog parks, etc...) and this is the time to propose projects for future <br /> years. Staff will be working on the CIP in the next month and will bring back the proposed CIP <br /> for Parks to the PTRC to review in detail in May. The Council will be reviewing the CIP at <br /> their June 18, 2012 Work Session. <br /> There are projects in the CIP that need to be moved to future years or unassigned due to their <br /> current circumstances. Those projects are: <br /> Mounds View High School Trail Connection (Move to 2014) —Ramsey County Parks <br /> and Recreation and the Mounds View School District have no identified funding for this <br /> trail. The Elmer L. Andersen extension from the culvert off of County Road E2 to <br /> Mounds View High School is tentatively scheduled to be done in 2014. The County and <br /> School District would like to revisit that at that time. <br /> Old Snelling Avenue Trail — Legacy (Move to unassigned) — The City applied for <br /> Legacy Funding for the trail on Old Snelling from County Road E to County Road E2. <br /> Unfortunately, the City is no longer eligible for that funding. <br /> County Road E Trail — STP Funding (Move to unassigned) The City applied for STP <br /> Funding for a trail on County Road E/Lake Johanna Blvd. from the County Road E to <br /> Tony Schmidt Regional Park and the Tony Schmidt Regional Park. The City finished in <br /> the middle of the projects in scoring.
