ARDEN HILLS CITY COUNCIL—April 25, 2011 19 <br /> 8.C. Planning Case 11-006 — Fox Ridge Comprehensive Plan Amendment and Preliminary <br /> Plat (continued) - <br /> Public Works Director Maurer stated that he has also recommended to City Planner Beekman <br /> the City obtain a 100% letter of credit for the improvements on the site including the grading, <br /> utilities, and street construction. <br /> Councilmember Holden asked how the construction traffic on Arden View Drive would affect <br /> the Pavement Management Project that would be starting in June. <br /> Public Works Director Maurer stated one of the conditions of approval is that no construction <br /> traffic is allowed to access the property except from Snelling Avenue. Construction vehicles will <br /> be able to access those lots that are located on Arden View Drive by the use of this road. The <br /> section of Arden View Drive that would be used for this development is not included in the <br /> pavement management project. <br /> Councilmember Holden asked for additional information on the Home Owners Association <br /> (HOA) and how it worked especially in regards to maintaining the retaining walls and the grading. <br /> Mr. Peterson stated the Home Owners Association is established and governed by Minnesota <br /> State Statutes. Every year they have an annual audit. Fees for HOAs are based on replacement - <br /> reserves, which are calculated out through the course of time. Every quarter each homeowner is <br /> assessed an amount based on the maintenance that must be done. The replacement reserves for _ <br /> this development would include the monument, the retaining walls, the conservation wetland <br /> buffer signs, and other maintenance items. Every year a CPA audits the replacement reserves. <br /> When the HOA is turned over to a board they can decide to continue with the current management <br /> company that is handling the replacement reserves, hire a different management company, or <br /> manage the reserves themselves. <br /> Councilmember Tamble stated according to the traffic study the increased traffic flow on <br /> Keithson will not be as great as it would appear with an additional 10 cars during the peak times <br /> and 80 cars spread throughout the day. This is what would be considered the worst-case scenario <br /> and the traffic will probably not be this great. <br /> City Planner Beekman clarified the worst-case scenario of 75 cars on Colleen and Arden View <br /> Road was if there is no connection to Keithson Drive. <br /> MOTION: Councilmember Holden moved and Councilmember Holmes seconded a <br /> motion to Approve Planning Case 11-006 for a Comprehensive Plan <br /> Amendment Adding Very Low Density Residential as a Land Use <br /> Classification in the 2030 Comprehensive Plan and Re-2uiding the Property at <br /> 4500 Snelling Avenue North as Verv_ Low Density Residential Based on the <br /> Findin s of Fact and the April 25 2011 Report to the Ci Council. The <br /> motion carried unanimous) 5-0 . <br />
