ARDEN HILLS CITY COUNCIL—April 25, 2011 21 <br /> 8.C. Planning Case 11-006 — Fox Ridge Comprehensive Plan Amendment and Preliminary <br /> Plat(continued) - <br /> to do what is right for the City and also protect the residents of Keithson Drive for the future. A <br /> through-street may not be a popular decision but it is the right decision. <br /> Councilmember Holmes stated she has always been in favor of the through-street and the <br /> Council should listen to the recommendations of Staff. <br /> The amendment to change Keithson Drive to the dual cul-de-sac option was called to a vote. <br /> The motion failed (2-3; Mayor Grant, Councilmembers Holmes and Holden) <br /> MOTION: Councilmember Holden moved and Councilmember Holmes seconded a - <br /> motion to Add Recommendation 20: Pulte Group will provide at least 5 <br /> different home designs for the development. The motion carried unanimously <br /> Councilmember Holmes stated Pulte was requesting guidance on buffer protection. She asked if <br /> this had been addressed. <br /> City Planner Beckman stated this had been discussed with Pulte and there will be extended <br /> easements and monument signs will be placed to define the wetland areas. These are part of the <br /> recommendations for approval. <br /> Councilmember Holmes asked if the Council wanted to do something with Lot 10. <br /> Councilmember Holden stated there is really nothing the Council can do about this section of <br /> land. <br /> Mayor Grant stated this section of land is acceptable. <br /> Councilmember Holmes asked if the City could be guaranteed there will be no drainage <br /> problems created by the developer. <br /> City Attorney Filla stated the City needs to rely on the engineers and the construction for the <br /> property and that it is done to the approved plans. The City and Pulte have hired experts to <br /> determine the proper grading for this project. <br /> Public Works Director Maurer stated the City is relying on the Rice Creek Watershed's <br /> hydrologist's determination that the proposed grading plans properly address the drainage for this <br /> project. The City will also have inspectors on the site to ensure the property is constructed to the <br /> specifications in the submitted plans. <br /> The motion to approve the preliminary plat was called to a vote. <br />
