� <br />�` �EN HILLS <br />MEMORANDUM <br />DATE: February 13, 2012 <br />TO: Honorable Mayor and City Councilmembers <br />Patrick HIaers, City Administrator <br />FROM: Terry Maurer, Public Works Director ,�'` <br />SUBJECT: Joint Powers Agreement Update <br />Background <br />For a few months, starting in late 2011, the City Administrator and I have been <br />discussing changes to the Joint Powers Agreement (JPA) with the City of Roseville for <br />engineering services. In discussions with the Roseville Public Works Director and City <br />Engineer they were both open to making a change which would remove the minimum <br />number of hours to be used by Arden Hills and would also eliminate a Roseville staff <br />member having office hours in Arden Hills City Hall. <br />In concept we discussed about a six month phase-out period in 2012 so Roseville staff <br />could complete projects they are already involved in. On January 23, 2012, the Roseville <br />City Council authorized the funding of a staff engineer position from the Water, Sanitary <br />Sewer and Stortn Sewer Funds effective July 1, 2012. Kris Giga is slated to fill this <br />position. <br />On January 30, 2012, the City Administrator and I had a follow-up meeting with the <br />Roseville Public Works Director and City Engineer. At that meeting we were told that <br />the proposed changes to the JPA were informally approved by staff and we were asked to <br />make a written request to the Roseville Manager to formalize the changes. That letter has <br />been sent requesting that the JPA be modified to have no minimum number of annual <br />hours or a Roseville staff inember with office hours at Arden Hills City Hall. We do <br />believe that it would be advantageous to still have a JPA with Roseville that would allow <br />the sharing of engineering staff if the opportunity arises.
