Discussion <br />According to NHLC, the archery activities would be conducted by a certified archery instructor <br />and would be set up in a manner that would ensure that no arrows could leave the property. An <br />arrow net would be set up behind the targets. The proposed location of the range would be <br />approximately 500 feet from the southern property line of the property, and approximately 250 feet <br />from Snelling Avenue, though arrows would not be travelling in this direction. <br />Staff discussed the proposed special permit with the Sheriff's Department, which did not express a <br />concern regarding the safety of the activity, provided certain conditions be met. The Sheriff's <br />Department suggested a number of items, all of which would be included as conditions of approval <br />of the special permit. Archery is a common sport offered by many high schools. Little Canada <br />offers the activity as part of their recreation programming. <br />Recommendation <br />Staff recommends approval of the special permit subject to the following conditions: <br />1. The permit shall be administratively renewed annually. <br />2. The archery range layout shall be inspected and approved by a member of the Ramsey <br />County Sheriff's Department prior to the start of any shooting activities. <br />3. Only target arrows shall be used, not fishing or hunting arrows. <br />4.
