Discussion According to NHLC, the archery activities would be conducted by a certified archery instructor and would be set up in a manner that would ensure that no arrows could leave the property. An arrow net would be set up behind the targets. The proposed location of the range would be approximately 500 feet from the southern property line of the property, and approximately 250 feet from Snelling Avenue, though arrows would not be travelling in this direction. Staff discussed the proposed special permit with the Sheriff's Department, which did not express a concern regarding the safety of the activity, provided certain conditions be met. The Sheriff's Department suggested a number of items, all of which would be included as conditions of approval of the special permit. Archery is a common sport offered by many high schools. Little Canada offers the activity as part of their recreation programming. Recommendation Staff recommends approval of the special permit subject to the following conditions: 1. The permit shall be administratively renewed annually. 2. The archery range layout shall be inspected and approved by a member of the Ramsey County Sheriff's Department prior to the start of any shooting activities. 3. Only target arrows shall be used, not fishing or hunting arrows. 4. The archery activities shall be overseen by a certified archery instructor. Requested Action Motion to direct the City Administrator to issue a special permit to North Heights Lutheran Church that would allow outdoor recreational archery classes to be conducted on their property at 1700 Snelling Avenue N, subject to the conditions in the June 11, 2012, memo to the City Council Attachments Letter and supporting materials.
