ARDEN HILLS CITY COUNCIL—APRIL 30, 2012 3 <br /> Superintendent Hoverman explained that college debt has now surpassed credit card debt. He <br /> explained that this program created great savings, in the long run, for both families and the <br /> student, while the district would make a $60,000 investment. This investment was well worth the <br /> expense to further the education of its students. The design of this broad based program was <br /> further reviewed. He noted the program has received both local and national attention. <br /> Councilmember Werner was pleased that the Mounds View school district was spending more <br /> per student than many other districts in the metro area. <br /> Councilmember Holmes stated the ACT testing and the new hybrid early college program were <br /> moving the district in the right direction. <br /> Mayor Grant commented the trend of increasing ACT scores spoke volumes on the success of <br /> the district. He commended the superintendent for the recognition received both locally and <br /> nationally for the hybrid early college program. He encouraged the district to keep up the great <br /> work. <br /> B. Mn/DOT Traffic Presentation <br /> Mark Lindeberg, Mn/DOT, presented the Council with information on the Mn/DOT projects <br /> that would be completed in and around Arden Hills in 2012 through 2016. The first project was <br /> the I-694 project and the replacement of nine bridges. The project should be completed at the end <br /> of 2013. The next project was the widening of the Lexington Avenue Bridge. This project would <br /> begin on May 2nd and would restrict through movements down to one lane in each direction. He <br /> understood the traffic volumes were quite high along this roadway and Mn/DOT has been <br /> working with Ramsey County to monitor the situation. <br /> Mr. Lindeberg stated another project in the area (Mounds View) that impacts Arden Hills is the <br /> complete bridge replacement of the TH 10 bridges over 35W. This project would begin in June <br /> and would be completed in the fall of 2012. The work slated for 2013 was then discussed. He <br /> noted the grade separation of TH 10 and County Road 96 would begin in the early spring of 2013 <br /> and would be completed in the fall of 2013. <br /> Mr. Lindeberg explained an unbonded overlay of the TH 10 diagonal running from I-694 to <br /> 35W. This project was to be done in 2010 or 2011, but was delayed to 2013 after the surrounding <br /> construction was completed. In 2014, Mn/DOT would be completing a bridge redeck on the <br /> County Road 96 bridge at 35W. In 2015, the County Road H bridge will be replaced. The <br /> County Road E bridge at TH 51 will be replaced in 2015 as well. In 2016 Mn/DOT will be <br /> replacing the County Road E2 bridge at 35W. <br /> Mr. Lindeberg indicated Mn/DOT was conducting an I-35W managed lane study from <br /> Minneapolis to Forest Lake. This study would assist with traffic strategies to improve the <br /> movement of traffic through this corridor. Options for higher occupancy vehicles through <br /> managed lanes will be reviewed, while also addressing stressed or bottlenecked areas. He <br /> commented that an Open House will be held on May loth from 11:30-1:00 p.m. at the <br /> Minneapolis Central Public Library. <br />
