lt <br /> EN HILLS <br /> MEMORANDUM <br /> DATE: August 20, 2012 <br /> TO: Honorable Mayor and City Council Members <br /> FROM: Patrick Klaers, City Administfato ` <br /> f" <br /> SUBJECT: City Attorney RFP <br /> Background/Discussion <br /> As you all already know, City Attorney Jerry Filla has recently left Peterson, Frain & <br /> Bergman and joined the Kelly & Lemmons law firm. Jerry has been our City Attorney <br /> for 20 plus years. <br /> City staff had a meeting with the Kelly & Lemmons law firm on August 9, 2012. We <br /> met with Jerry, Patrick Kelly, Chad Lemmons, Trevor Oliver and Joseph Kelly. Not <br /> attending the meeting were Kevin Beck and Patrick McGuigan. Staff was impressed with <br /> the municipal experience and backup support as presented by Kelly & Lemmons. <br /> At this meeting I indicated that the City Council will be considering whether or not to go <br /> out with a Request for Proposal (RFP) for legal services. I believe that now is the <br /> appropriate time to check the market and I recommend that the City goes through a RFP <br /> process for legal services. <br /> The staff has obtained numerous samples of RFP's from the League of MN Cities and <br /> can finalize an Arden Hills RFP document within a couple of weeks. The RFP would ask <br /> for separate proposals for civil work and for criminal work. Based on their municipal <br /> experience, it is recommended that the City request proposals from only the following <br /> firms: <br /> Kelly & Lemmons <br /> Kennedy & Graven <br /> Campbell Knutson <br /> LeVander Gillen & Miller <br />
