Anderson, Assistant City Engineer SUBJECT: 2013 PMP Consultant Survey Services Background The City of Arden Hills initiated the public improvement process for the 2013 Pavement Management Program on August 13, 2012, when the City Council ordered preparation of the Feasibility Study. As part of the study, information is collected about the physical features in the area. Discussion Three quotations were solicited from consulting firms that have previously provided the City with similar services. The three firms include: Bolton & Menk, Inc.; E.G. Rud and Sons; and Elfering & Associates (these are the same three that provided quotes for the Old Snelling Avenue survey a couple of years ago). A general description of the work and expected schedule was provided for the firms to review and respond to with a proposal. Three proposals were submitted and each describes generally the same scope of work as requested. The proposals included completion schedules as requested, as well as the costs associated with the work. Financial Implications The financial results of the request for proposals are as follows: Elfering & Associates $14,290 E.G. Rud and Sons $22,500 Bolton & Menk, Inc. $46,145 Some of the proposals had a breakdown of costs and listed portions of the work separately. The results listed above include the sum of all work included in the proposals. Council Action Requested Authorize City staff to contract with Elfering & Associates to provide consulting survey services for the 2013 PMP, as detailed in their proposal, for the amount of$14,290.
