Project Understanding and Scope of Services <br /> It is our understanding that the City of Arden Hills would like assistance in conducting a <br /> topographic survey of the area identified as the 2013 Pavement Management Project <br /> (PMP). This area includes the Edgewater Avenue and the Glenhill Road <br /> neighborhood. The City has not identified the exact means of improvement for the <br /> neighborhood. Therefore, a survey is desired that will allow for a feasibility study and <br /> development of future plans that may range in type. It is our understanding that the <br /> survey work should be completed in such a manner that these various options can be <br /> explored and that control points and other work will be able to be used throughout the <br /> project life. <br /> After the survey is completed a base map will be created that includes topographic <br /> features, including tree lines and stand alone tree locations, landscape features, utility <br /> locations, and contour information of the corridor for use in preliminary and final <br /> design. Plan and profile sheets will be prepared that will allow for efficient preparation <br /> of future plans. Our Staff has previously worked with the Public Works Director and <br /> Assistant City Engineer and will be able to provide a product that will meet their needs <br /> and the needs of the City of Arden Hills. <br /> A project can be completed that is technically sufficient, but if the desired outcome was <br /> not effectively communicated to all stakeholders the project can be deemed a failure. <br /> At Elfering &Associates, we have established communication techniques that lead to <br /> a successful project and relationship. <br /> Our scope of services will begin prior to the kick-off meeting as we establish an <br /> agenda for the meeting that will allow us to clearly understand the City expectations for <br /> the project. This understanding will include many items such as interim deadlines and <br /> desired base map appearance. <br /> The survey will be completed in an efficient manner and infrastructure features will be <br /> obtained with sufficient information to show in plan view as well as profile view. After <br /> the survey is completed, we will prepare a base map that contains the topographic <br /> features of the corridor along with a sufficient TIN model and corresponding contours. <br /> In addition to the neighborhood streets, the scope of services for Schedule 2 includes <br /> delineating the Johanna Marsh wetland, flood plain determination, and topographic <br /> survey of the parcel located at 3168 Ridgewood Road. The scope also includes a <br /> boundary survey and a Certificate of Survey. This parcel is heavily wooded and so we <br /> have provided an alternate to the schedule provided in the scope of services in order <br /> to more economically complete the survey. A wetland determination would be <br /> completed prior to the September 28th, 2012 deadline so that City Staff can have <br /> information necessary to begin a feasibility study. However, the topographic survey <br /> and location of property corners would take place after the leaves have dropped this <br /> fall. We are prepared to also meet the full September 28th deadline at a slightly <br /> increased fee. <br />
