,It <br /> ,- RZEN�HILLS <br /> MEMORANDUM <br /> DATE: September 10, 2012 <br /> TO: Honorable Mayor and City Council <br /> FROM: Sue Iverson, Director of Finance and Administrative Services <br /> SUBJECT: Establishing 2012 Truth-In-Taxation Hearing Dates <br /> Background: <br /> By September 15 annually, the City is required to adopt and certify to Ramsey County Truth-In- <br /> Taxation hearing dates. <br /> Discussion: <br /> The 2009 Legislature changed the Truth-in-Taxation laws. We are now only required to <br /> announce and schedule one regular meeting at which the council discusses the budget and levy <br /> and takes comments from the public, we are no longer required to publish notices in the paper. <br /> We may adopt the budget and final levy after the hearing during the same meeting. The meeting <br /> must be after November 26 and no later than December 26 and must occur at or after 6 p.m. <br /> The Council may choose to have a separate meeting or may choose to do this at a regular <br /> meeting. <br /> It is anticipated the Council will adopt the final 2012 levy payable in 2013, and the 2013 budget, <br /> on December 10, 2012. <br /> Recommended Action: <br /> 1. Establish a Public Hearing for date for Truth-in-Taxation. (Adopt Resolution 2012-032, a <br /> Resolution adopting Truth-in-Taxation public hearing dates for proposed taxes payable in <br /> 2013.) <br />
