Ramsey County-Wide Emergency Operations Plan Revision 5,1,June,2005 <br /> LEAD PIO: City Manager <br /> EOC Activation <br /> Direction and control of Maplewood's response to disaster will be carried <br /> out at the EOC located at 1955 Clarence Street, Maplewood, MN 55109. <br /> If for some reason the EOC is not usable at the time of a disaster, the Police <br /> Department at 1830 East County Road B, Maplewood, MN 55109 will <br /> serve as the alternate EOC. <br /> The functions performed at the EOC will vary according to the type and <br /> scope of the disaster, but will generally involve: <br /> 1. Coordinating the city government response to the disaster <br /> (including coordinating with and supporting the on-scene <br /> commander if ICS is implemented). <br /> 2. Coordinating with any adjacent local government(s) affected by <br /> and/or responding to the disaster. <br /> 3. Coordinating with any county, state and/or federal agencies <br /> responding to the disaster. <br /> 4. Coordinating with any businesses/industries directly affected by <br /> and/or responding to the disaster. <br /> 5. Generating appropriate public information. <br /> 6. Coordinating and channeling the services of volunteers (specific <br /> task assignment to, and the management of volunteers will <br /> normally be provided by the applicable service chiefs). <br /> The Emergency Management Director is responsible for maintaining the <br /> operational readiness of the primary and alternate EOC's. This involves <br /> ensuring that the EOC has the necessary maps, displays, tables and chairs, <br /> message logs, etc. <br /> The degree of EOC activation will be determined by the severity of the <br /> emergency. <br /> I. The EOC many be partially activated due to a potential threat to <br /> life or property from severe weather(e.g. tornado,blizzard); <br /> hazardous materials incident/accident that is beyond the <br /> capabilities of field operations, pipeline leaks and by us going to <br /> a level red. <br /> 2. The EOC may be fully activated in response to a major <br /> emergency/disaster resulting in an actual threat to Iife and <br /> property. This will include,but is not limited to: a tornado <br /> touchdown or pipeline leak which causes damage to the public <br /> or private sector and requires a coordinated response effort; a <br /> hazardous materials incident/accident involving the response of <br /> several agencies (including county, federal, or state as well as <br /> surrounding municipalities), enemy attack and by us going to a <br /> 72 <br />
