Ramsey County-Wide Emergency Operations Plan Revision 5.1,June,2005 <br /> VI. SPECIAL CONSIDERATIONS - GENERAL <br /> COMMUNITY WATCH <br /> In late summer of 2005, Ramsey County will be adding to the Sheriff's <br /> existing Community Watch program. This program uses automated <br /> voicemail, email, and faxes to distribute law enforcement information. <br /> When enhanced, each community will be able to contact any licensed <br /> daycare facility, school, healthcare facility, major employer, or other entity <br /> that chooses to register with the program with information and updates. <br /> Neither the county nor the municipalities can guarantee notification will be <br /> received, only that all reasonable efforts will be made to issue such <br /> notification. <br /> TRANSPORTATION DEPENDENT POPULATIONS <br /> During an emergency evacuation, persons in this category may be <br /> transported by EMS, Metro Mobility, Metro Transit, neighbors, <br /> emergency transportation vehicles and school buses on designated <br /> routes and at pick-up points, and, on occasion, by law enforcement <br /> vehicles. <br /> In most situations, the decision on method of transportation will be made <br /> by the on scene incident commander via communication with his or her <br /> PSAP dispatch center. For large-scale emergencies, Ramsey County will <br /> coordinate mass transportation needs through Metro Transit under the <br /> assumptions of ESF 1. <br /> INDIVIDUALS WITH SPECIAL NEEDS AND THE MOBILITY IMPAIRED <br /> Such persons are expected to use expedient sheltering until evacuated. <br /> When an emergency evacuation is implemented, neighbors, ambulances, <br /> wheelchair-equipped vehicles, and buses will provide transportation. Pre- <br /> emergency planning is of particular importance for this group. <br /> Appropriately equipped care facilities are essential at mass care centers. <br /> See appropriate ESF's. <br /> The licensed Emergency Medical Services provider in the municipality in <br /> which the incident occurs will be the primary source of on-the-scene care, <br /> triage, and medical transportation for special needs populations. <br /> Non-medical transportation issues will be coordinated by Metro Transit at <br /> the request of the on-scene incident commander or RCEMHS duty officer. <br /> Transportation will be carried out by various means depending on the "1 <br /> number of affected persons. <br /> 102 <br />
