Ramsey County-Wide Emergency Operations Plan Revision 5.1 June,2005 <br /> High Condition(Orange).A High Condition is declared when there is a high risk of terrorist <br /> attacks. In addition to the Protective Measures taken in the previous Threat Conditions, <br /> departments and agencies should consider the following general measures in addition to the <br /> agency-specific Protective Measures that they will develop and implement: <br /> Government <br /> • Coordinate necessary security efforts with Federal, State, and local law enforcement <br /> agencies or any National Guard or other appropriate armed forces organizations; <br /> • Take additional precautions at public events and possibly considering alternative venues <br /> or even cancellation; <br /> • Prepare to execute contingency procedures, such as moving to an alternate site or <br /> dispersing their workforce; and <br /> • Restrict threatened facility access to essential personnel only. <br /> Businesses <br /> • Complete recommended actions at lower levels <br /> • Be alert to suspicious activity and report it to proper authorities <br /> • Review emergency plans to include continuity of operations and media materials <br /> • Determine need to restrict access to business or provide private security firm <br /> support/reinforcement <br /> • Contact vendors/suppliers to confirm their emergency response plan procedures <br /> • If a need is announced, contact nearest blood collection agency and offer to organize a <br /> blood drive <br /> Schools <br /> • Complete recommended actions at lower levels <br /> • Be alert to suspicious activity and report it to proper authorities <br /> • Review emergency plans <br /> • Prepare to handle inquiries from anxious parents and media <br /> • Discuss children's fears concerning possible terrorist attacks <br /> Neighborhoods <br /> • Complete recommended actions at lower levels <br /> • Be alert to suspicious activity and report it to proper authorities <br /> • Check on neighbors who are elderly or have special needs to ensure they are okay. <br /> Review disaster plan with them <br /> • If a need is announced, contact nearest blood collection agency and offer to organize a <br /> neighborhood blood drive <br /> 122 <br />
