Ramsey County-Wide Emergency Operations Plan Revision 5.1 June, 2005 - <br /> B <br /> BEC - Building Emergency Coordinator-works to create emergency plans and <br /> teams within specific governmental buildings. <br /> C <br /> CAMEO - Computer Aided Management of Emergency Operations-A <br /> specialized hazardous materials planning and response software package used <br /> by many emergency managers and first responders. <br /> CAP - Civil Air Patrol <br /> CBRNE - Chemical, Biological, Radiological, Nuclear, and Explosive weapons - <br /> Sometimes referred to as Weapons of Mass Destruction or"WMD." <br /> CERCLA- Comprehensive Environmental Response, Compensation, and <br /> Liability Act of 1980 (PL 96-510) <br /> Community Resources - Assets, including people, organizations, programs, <br /> equipment, and funds that can be applied to all aspects of emergency <br /> management <br /> Congregate Care Facilities - Public or private buildings that may be used to 1-411-1 <br /> lodge and care for evacuees. Generally, assigned space is approximately 40 <br /> square feet per person. The facility may or may not meet criteria for designation <br /> as a "fallout shelter." <br /> Contamination - The deposit of radioactive or other hazardous material on the <br /> surfaces of structures, areas, objects, or personnel, following a nuclear explosion <br /> or hazardous materials incident/accident. (Radioactive material generally <br /> consists of fallout, in which fission products and other weapon debris have <br /> become incorporated with particles of dirt, etc. Radioactive contamination can <br /> also occur from the radioactivity induced in certain substances by the action of <br /> neutrons from a nuclear explosion.) <br /> COOP - Continuity of Operations Plan (sometimes referred to as Continuity of <br /> Government or "COG" plan. See "OCP." <br /> D <br /> DEC - Department Emergency Coordinator- person tasked with developing <br /> emergency plans for an individual governmental department. <br /> Decontamination - The reduction or removal of contaminating radioactive or <br /> other hazardous material from a structure, area, object, or person. <br /> 128 <br />
