EN HILLS <br /> MEMORANDUM <br /> DATE: September 24, 2012 <br /> TO: Mayor& City Council <br /> FROM: Meagan Beekman, City Planner& Recycling Coordinator <br /> SUBJECT: Residential Curbside Recycling—Contract Discussion <br /> Requested Action <br /> Discuss the City's current recycling system and contract for curbside collection service. Provide <br /> Staff with feedback on whether to proceed with renegotiating an extension to the existing <br /> contract or begin the process of soliciting proposals for a new residential curbside recycling <br /> service provider through a request for proposal (RFP)process. <br /> Background <br /> The State mandates that cities with a population over 5,000 provide curbside recycling to single- <br /> family properties. While cities can require that multi-family properties and even businesses <br /> participate in the city-wide program, this is not required by State Law. Ramsey County is tasked <br /> with overseeing the State's mandates for municipalities within the County. As part of that role, <br /> Ramsey County offers many services to cities to achieve their recycling goals. Most notably, the <br /> City receives SCORE grant money in the amount of approximately $20,000 a year towards its <br /> recycling program. This money is intended to increase participation in recycling programs. The <br /> County also offers free consulting services to assist cities with moving through the RFP process, <br /> selecting a provider, and negotiating contracts with selected haulers. Currently the County has a <br /> contract with Foth Infrastructure & Environment, LLC, who specialize in this technical <br /> assistance task. City Staff have been working with Foth on these recycling contract discussions <br /> and may request additional assistance as needed <br /> Recently, Staff met with County Staff to review the City's recycling performance measures and <br /> to discuss ways the County could assist the City in the future. The County provided a Recycling <br /> Performance Report (Attachment A) of the City's recycling program. <br /> The City has contracted with Eureka Recycling for curbside residential recycling services since <br /> March 1, 2008.
