Further, Staff would <br /> like to see additional provisions added to the contract such as: <br /> • Additional educational materials <br /> • Incentive programs to target non participants and/or increase materials people recycle <br /> • An option to add multi-family properties <br /> • A process or option for conversion to more materials collected and dual sort to single sort <br /> • The addition of recycling pick-up in the City's parks <br /> Depending on what the Council's priorities are for a recycling contract it may be appropriate to <br /> remain with Eureka in a renegotiated contract for a period of time, or it may be appropriate to go <br /> out for RFP in a competitive process. Switching to a for-profit waste hauler may change the way <br /> recycling is collected today. <br /> Priorities <br /> Staff has identified the following issues as priorities for the City's recycling contract: <br /> 1. Cost of service <br /> 2. Breadth of materials collected <br /> 3. Customer service/respect for City streets <br /> 4. Dual vs. single-stream <br /> 5. Educational materials/incentive programs provided <br /> 6. The addition of multi-family properties <br /> Discussion Questions <br /> 1. What are the Council's priorities in terms of recycling service to residents? <br /> 2. Should recycling service be expanded to include multi-family properties? <br /> 3. Does the Council want to renegotiate the current contract with Eureka, or would the <br /> Council prefer Staff go out for an RFP? <br /> Recommendation <br /> Staff's experience of Eureka has been very positive over the last five years. As an organization <br /> they provide exceptional customer service and take immediate responsibility for issues as they <br /> arise. On the other hand, due to their non-profit, mission driven, nature they offer a different <br /> type of service than what might be provided by a for-profit hauler. <br /> If the Council chooses to move forward with an RFP process, consultants at Foth have <br /> recommended extending the Eureka contract for approximately 6 months in order to prepare and <br /> fairly analyze responses. <br /> P:IPlanninglRecycling&Garbage 12012W9-24-12-Work Session-Memo-Recycling Contract Discussion.doc <br /> Page 6 of 7 <br />
