'It <br /> EN HILLS <br /> MEMORANDUM <br /> DATE: May 11, 2012 <br /> TO: Honorable Mayor and City Council Members <br /> Patrick Klaers, City Administrator <br /> FROM: Susan Iverson, Director of Finance and Administrative Services <br /> Pang Silseth, Accounting Clerk <br /> SUBJECT: Resolution 2012-014: Adopting and Confirming Quarterly Special Assessments <br /> for Delinquent Utilities <br /> Background: <br /> The City Council adopted changes to the Utility Ordinance. One of the changes calls for <br /> certifying delinquent utility amounts quarterly instead of annually. <br /> A list of utility accounts with a delinquent balance was compiled and a notice dated April 6, <br /> 2012, was mailed. These customers were notified of their delinquent status and asked to pay the <br /> delinquent balance by April 30, 2012. Utility accounts with an unpaid delinquent balance after <br /> April 30, 2012, would be certified to Ramsey County to be added to property taxes payable in <br /> 2013. The certification amount is equal to the unpaid delinquent balance and an eight percent <br /> penalty. <br /> A list of remaining delinquent utility accounts, as of May 1, 2012, is attached.
