April 18, 2012, Draft Planning Commission Minutes <br />Planning Case 12-009; Preliminary and Final Plat, and Master and Final PUD; TAT <br />Properties; 1201 County Road E— Public Hearing <br />City Planner Meagan Beekman stated the applicant has requested a Preliminary and Final <br />Plat, and Master and Final Planned Unit Development (PUD) to subdivide the property at <br />1201 County Road E into two parcels and reuse the existing building as a 120-unit <br />apartment building with a mix of efficiency and one-bedroom units. <br />City Planner Meagan Beekman reviewed the property is located at 1201 County Road E <br />and owned by TAT Properties, represented by Rob Davidson. The applicant is seeking to <br />convert the Holiday Inn, which has been vacant since August 2007, and previously used <br />by Northwestern College for housing for three years, to an apartment building. <br />According to the applicant, the building would be developed in multiple phases with the <br />first phase consisting of the first and second floors as well as the common areas, <br />including the pool conversion. A future phase would complete floors three and four. <br />McGuire's and the banquet facilities would be developed thereafter but at this time usage <br />is unknown. Additionally, the parking area would be reconstructed. <br />City Planner Meagan Beekman reviewed according to the applicant, green space <br />requirements would be met. The site layout proposal indicates the central access drive <br />will close while the other two will remain open. The primary entrance would be <br />relocated to the rear of the structure and the front would remain locked. There will be 259 <br />parking stalls. The proposed room layout consists of 80 studios and 40 one-bedrooms. <br />Updated floor plans were not submitted and would be needed prior to review by City <br />Council. Applicant submitted a traffic study with assumed various future uses. <br />City Planner Meagan Beekman stated Staff is requesting an easement along the property <br />line between Carrol's Furniture and the two properties behind it, which currently access <br />County Road E via an alley. The easement would be used to create a proper access for <br />these four properties, and relocate Carrol's parking lot to allow for the City to install a <br />sidewalk along County Road E. <br />City Planner Meagan Beekman offered the following findings of fact regarding this <br />planning case: <br />General Findings: <br />1. The applicant is proposing to redevelop the existing building at 1201 County <br />Road E into a 120-unit multiple-family building. <br />2. The proposed use is allowed through a Planned Unit Development process in the <br />B-2 District. <br />3. The proposal would increase vehicle trips to and from the site compared to <br />existing and past conditions. The amount of increase cannot be quantified based <br />on the plans submitted. <br />
