minimize impacts to the property and to vacate any portion of the easement not <br />part of the long-term solution. The applicant shall not be required to improve any <br />portion of property within this easement until a solution is implemented. <br />10. The applicant shall obtain all necessary permits, including, but not limited to, <br />NPDES, Rice Creek Watershed District, Ramsey County, and City Erosion <br />Control Permits. Copies of all necessary permits shall be submitted to the City <br />prior to the issuance of any development permits. <br />11. The applicant shall submit a lighting plan, subject to the approval of the Ramsey <br />County Sheriff, which indicates a minimum of three-foot candles maintained at <br />ground level across the parking lot surface, prior to the issuance of any <br />development permits. <br />12. The applicant shall submit a security plan, which includes details on staffing, <br />cameras, the locks, subject to the approval of the Ramsey County Sheriff, prior to <br />the issuance of any development permits. <br />13. The property and property management shall participate in the Crime Free Multi- <br />Family Housing program. <br />14. The applicant shall submit a revised landscaping plan indicating compliance with <br />the City's landscape requirements. <br />15. The applicant shall submit a financial surety in a form acceptable to the City <br />Attorney for 125 percent of the cost of materials and installation of the <br />landscaping plan prior to the City issuing any development permits for Lot 1. The <br />City shall retain the financial surety for at least two years after full <br />implementation of the landscaping plan. The financial surety shall only be <br />released upon successful inspection of the landscaping by the City Planner, which <br />shall only occur during the growing season. <br />16. The applicant shall obtain a certificate of occupancy for Lot 1 within one year of <br />the approval date of the development agreement, or the Master and Final PUD <br />approval shall expire, unless extended by the City Council prior to the approval's <br />expiration date. Extension requests must be submitted in writing to the City at <br />least 45 days prior to the expiration date. <br />17. All improvements illustrated on the approved plans, as amended by these <br />conditions of approval, shall be completed prior to the issuance of a Certificate of <br />Occupancy for Lot 1. <br />18. The applicant shall comply with the Building Official's and Fire Marshal's <br />comments dated February 22, 2012. <br />19. Building on Lot 1 shall comply with Chapter 1306, Special Fire Protection <br />Systems, of the State Building Code, which requires the installation of a fire <br />sprinkler protection system that complies with NFPA 13, subject to the approval <br />of the Fire Marshal. <br />20. Fire Hydrants shall be located within 150 feet of the Fire Department Connections <br />(FDC) to each building on Lot 1 and Lot 2. <br />21. Building on Lot 1 shall comply with all provisions of Chapter 14 of the City Code <br />regarding property maintenance, subject to the approval of the Building Official <br />22. An 8" water main shall be extended from County Road E to the northerly plat line <br />between the two proposed lots, subject to the approval of the Public Works <br />Director. <br />
