Land Use Component <br />One frustration with this application process has been the changing of identified land uses for the <br />various components of this development. Without a comprehensive land use plan it is not <br />possible to adequately analyze overall traffic impacts and parking demand. As a result, as future <br />phases of this project come forward it is difficult to compare them to the master plan in order to <br />analyze their impacts, which is the very purpose of a Master PUD process. <br />Landscape and Site Plan <br />Since the April 18, 2012, Planning Commission meeting, the applicant has submitted a revised <br />landscape plan that would conform to the City's landscape requirements. The applicant has also <br />submitted a revised site plan that addresses the outdoor seating and site furnishing requirements <br />of the B-2 District design standards. <br />Subdivision <br />The subdivision of the property into two parcels creates a nonconforming Lot 2, which would not <br />have guaranteed access to County Road E or Lexington Avenue. The County has issued a permit <br />for a right in right out only on Lexington Avenue from Lot 2; however, the permit is contingent <br />on an approved land use plan for a 2,500 square foot bank. The current plans indicate a <br />conceptual development on Lot 2 that is for a 20,000 + square foot office use. The County has <br />not indicated their approval of a right in right out for this use. <br />Safety and Security <br />The Ramsey County Sheriff's Department has reviewed the plans and submitted comments <br />based on a conversation that Deputy Eastham had with the applicant (Attachment A). Deputy <br />Eastham has three primary concerns. The first is lighting of the parking lot. During the time <br />when the building was used as student housing there was a marked increase in vehicle break-ins. <br />The Deputy has recommended that additional lighting be maintained at a minimum of 3-foot <br />candles at ground level across the parking lot surface. The applicant has indicated that he is <br />agreeable to meeting the Ramsey County Sheriff Department's recommendation. <br />The second area of concern is the vacant space that will remain after the first phase is complete. <br />The Deputy has asked for a camera and locking plan, subject to his approval, prior to the <br />issuance of a building permit.
