'It <br /> EN HILLS <br /> MEMORANDUM <br /> DATE: May 21, 2012 <br /> TO: Honorable Mayor and City Councilmembers <br /> Sue Iverson, Acting City Administrator <br /> FROM: Terry Maurer, Public Works Director <br /> Michelle Olson, Parks & Recreation Manager <br /> SUBJECT: Trail Maintenance Guidelines <br /> Background <br /> The City has approximately 14 miles of trails (bituminous, concrete and natural) in our <br /> system. On about a four year cycle we have had our hard surfaced trails rated for surface <br /> condition. The City's CIP has anticipated expenditures on trail maintenance over the <br /> next several years. The one thing the City did not have is a policy regarding how the trail <br /> system would be maintained. This is important for both the cost-effective use of limited <br /> resources and liability purposes. <br /> Attached is a draft Trail Maintenance Guidelines prepared by staff for the Council's <br /> consideration. Several different sources of information were used to prepare these draft <br /> guidelines. First, numerous other cities' written guidelines were reviewed. Second, staff <br /> attended the Preventative Maintenance for Recreational Trails seminar presented by the <br /> Local Road Research Board (LRRB) and finally staff surveyed other organizations to <br /> understand what maintenance techniques provided the best results. <br /> Staff has learned, through the survey of other organizations, of a surface treatment called <br /> Trail-Mat, which is a cross between a slurry seal and a micro paving. This product has <br /> been used by the Three Rivers Park District for some time. It is also used by Shoreview. <br /> Attached are two photo comparisons from Shoreview of a trail segment that this product <br /> was applied to in 2006 versus an application from 2011. Both trail segments are along <br /> Lexington Avenue; the older segment is north of Tanglewood Drive and the newer one is <br /> south of Tanglewood Drive.
