Ehlers has significant TIF experience with numerous municipalities within the metro <br /> area. In 2008, Ehlers helped the City in developing our Business Subsidy Policy that was <br /> reviewed by FPAC and adopted by the City Council on December 8, 2008. This policy is <br /> attached for your reference and offers some very good guidelines for evaluating TIF <br /> applications (see Sections 2 - Public Purpose, 3 - Objectives, 5.1 - Minimum <br /> Qualification, and 5.2 - Desired Qualifications). If requested, Ehlers could submit a <br /> proposal to help the City develop policies and procedures to implement the <br /> recommendations in the Whitepaper. The proposal from Ehlers would likely include a <br /> number of Council work sessions in order to define the priorities of the Council and the <br /> preferred criteria for ranking/evaluating applications. <br /> Finally, for your information, in reviewing the files for this agenda item, staff found the <br /> TIF Proposal Grading and Report Card for Housing and for Business and Commercial <br /> Redevelopment (see attachment).
