lt <br /> EN HILLS <br /> MEMORANDUM <br /> DATE: October 15, 2012 <br /> TO: Honorable Mayor and City Councilmembers <br /> Patrick Klaers, City Administrator <br /> FROM: Terry Maurer, Public Works Director -04� <br /> SUBJECT: Fiscally Constrained Street CIP <br /> Background <br /> Earlier this summer the City Council asked staff to present a fiscally constrained street <br /> CIP at an average spending level of$1,000,000 per year. It is staffs understanding that <br /> this amount was to include all expenditures for street projects whether funding was from <br /> the PIR fund, MSA funding or one of the enterprise funds and without regard to whether <br /> a portion of the funding was recovered through assessments. Also, this revised street CIP <br /> was to include all projects whether on local streets or on County/State highways. <br /> Based on these parameters, staff has identified the following list of projects for the <br /> foreseeable future. Included in this list is an estimated total City expenditure for the <br /> project and estimated funding sources. <br /> 1. 2013 PMP Improvement <br /> The feasibility study has been ordered for this project which includes all streets in the <br /> Glenhill Road/Edgewater Avenue neighborhood south of Lake Johanna. The total <br /> project cost will vary depending on whether or not the streets are reconstructed with <br /> concrete curb and gutter, but currently the CIP estimates the total project cost at <br /> $1,534,000. This amount is divided between the following funds: PIR $869,000, <br /> sanitary sewer utility fund $55,000, water utility fund $260,000, surface water <br /> management utility fund $350,000. <br /> 2. US 10/Hwy 96 Grade Separation Project <br /> The City will have cost in this project for items based on the Ramsey County cost <br /> participation policy.
