Historically, Arden Hills has provided four public works staff for the event plus a loader, while <br /> Shoreview provides six public works staff plus an additional nine staff people to organize the <br /> event, help with the lines, ring up fees, and take money. The public works staff is provided in- <br /> kind by the two cities; however, Shoreview does charge Arden Hills for 1/3 of the cost of putting <br /> on the event, plus 1/3 of the cost of the additional nine staff people. <br /> Through discussions with Shoreview staff, they would like to try offering the event free of <br /> charge to residents, meaning no fees would be collected on the day of the event. This would <br /> mean being able to eliminate much of the staff dedicated to this task on the day of, but also may <br /> help bolster participation. Additionally, most of the backups and wait times associated with the <br /> cleanup day are because of the vehicle inspection and fee collection process. Not collecting fees <br /> would eliminate the need for vehicle inspections as well. <br /> Arden Hills has historically collected approximately $2,000 in fees on the day of the event, <br /> which would not be collected if fees were not charged; however, the staffing costs would also <br /> decrease. The proposed recycling budget and recycling fees that have been proposed for 2013 <br /> reflect this adjustment. The changes would have no impact on the general fund or budget, only <br /> the recycling budget,which is an enterprise fund. <br /> If after 2013, it is determined that collecting fees is preferred the two cities can decide to begin <br /> collecting them again. <br /> City of Arden Hills <br /> October 15, 2012 Work Session Meeting <br /> Page 2 of 2 <br />
