lt <br /> EN HILLS <br /> MEMORANDUM <br /> DATE: October 29,2012 <br /> TO: Honorable Mayor and City Council Members <br /> FROM: Patrick Klaers, City Administrator f, <br /> SUBJECT: 2013-15 Agreement for Law Enforcement Services <br /> Back2round/Discussion <br /> The Ramsey County Sheriff's Department (RCSD)has been providing law enforcement <br /> services to a number of suburban communities since 1960. Arden Hills joined this group <br /> of contracting communities in 1980. The membership of the contracting communities <br /> group has remained constant since 1992. <br /> The members of the contracting communities are: Arden Hills, Gem Lake, Little Canada, <br /> North Oaks, Shoreview, Vadnais Heights, and White Bear Township. These communities <br /> have a combined population of approximately 74,000 and a combined land area of <br /> approximately 56 square miles. The 2013 proposed budget for the contracting <br /> communities is $6,213,135 and the Arden Hills share of this budget is $952,077. Arden <br /> Hills will pay 15.32% of the total budget in 2013. By way of comparison, in 1992 the <br /> City paid 16.25% of the total budget. <br /> The Agreement for Law Enforcement Services with the County expires at the end of <br /> 2012. The contract period was for three (3) years. The contract includes a termination <br /> provision that requires at least nine (9) months notice. <br /> All of the contracting communities are being requested to approve the updated <br /> Agreement for Law Enforcement Services. This Agreement is attached for your review <br /> and consideration. The term is again for three (3) years and the Agreement also includes <br /> the same notice provision for termination. The updated Agreement is nearly identical to <br /> the previous Agreement. The updated Agreement includes Animal Control within the <br /> Scope of Services section. <br /> Over the past few years, the City Council has had a number of discussions with the <br /> Sheriff and the Undersheriff regarding the quality and type of services being provided in <br /> Arden Hills. In spite of ongoing concerns about programs such as Neighborhood Watch <br /> and Community Policing, it is still recommend that the City Council approve the attached <br /> three (3) year Agreement for Law Enforcement Services.
