'It <br /> EN HILLS <br /> MEMORANDUM <br /> DATE: October 29, 2012 <br /> TO: Honorable Mayor and City Councilmembers <br /> Patrick Klaers, City Administrator <br /> FROM: Terry Maurer, Public Works Director <br /> SUBJECT: MCES Grant Application Resolution <br /> Background <br /> In 2011 the City applied for and received an approximately $200,000 grant from the <br /> MCES for assistance in eliminating inflow/infiltration (1/1) from the sanitary sewer <br /> system. The grant monies paid for 25% of the cost of lining clay sanitary sewer lines <br /> which are susceptible to infiltration. The grant rules essentially state that 50% of the cost <br /> of lining is for maintenance purposes and not grant eligible; the other 50% of the cost is <br /> deemed to be for eliminating infiltration and is half grant eligible. Therefore, 25% of the <br /> total cost of lining the sewer mains is grant eligible. <br /> The MCES received another $4,000,000 from the State bonding bill (they received <br /> $3,000,000 in 2011) for another round of grants in 2013. City Council consensus at a <br /> recent Work Session was to apply for another MCES grant for 1/I reduction, <br /> understanding that when the grants are announced there would be an opportunity to <br /> decline the grant. The application for the grant requires a Resolution indicating City <br /> Council support for the grant application.
