'It <br /> ,`,REN HILLS <br /> MEMORANDUM <br /> DATE: October 29, 2012 <br /> TO: Honorable Mayor and City Council Members <br /> FROM: Patrick Klaers, City Administrator <br /> SUBJECT: TCAAP Update <br /> Background/Discussion <br /> Ramsey County is pursuing the acquisition of the TCAAP site. The County wants to <br /> remediate the property and wants to see the property redeveloped and put it into <br /> productive use. <br /> The County is looking to work with the City on this project. The County and City are <br /> working on a Joint Powers Agreement (JPA) that will outline the roles and <br /> responsibilities of the County and the City in the planning and redevelopment of the <br /> TCAAP property. In this regard, the City staff and Mike Norton, Kennedy and Graven, <br /> and the County staff have been meeting to "figure out"the details of the JPA. <br /> The draft JPA still needs more work before it can be presented to the City Council. Staff <br /> hopes to have the JPA ready for the November 13, 2012, Council meeting. <br /> This agenda item is scheduled to be a verbal update from staff and a Council discussion <br /> on the status of the TCAAP project.
