lt <br /> -- IkEN�HILLS <br /> MEMORANDUM <br /> DATE: November 13,2012 <br /> TO: Honorable Mayor and City Council Me bers <br /> FROM: Patrick Klaers, City Adminis at r /"( <br /> SUBJECT: City—County JPA for TCAAP <br /> Background <br /> In 2011 and 2012, Ramsey County and the Minnesota Vikings proposed to Governor <br /> Dayton and the State Legislature that the best site for a stadium project was the TCAAP <br /> property. The City of Arden Hills supported the efforts of Ramsey County in this <br /> endeavor and stated that the City was open to any project that removes the abandoned <br /> buildings on the TCAAP site, remediates the environmental issues, and returns the site to <br /> productive use. <br /> During the stadium discussions, the County successfully negotiated a purchase price from <br /> the General Services Administration(GSA) for the TCAAP property. The County also <br /> successfully negotiated a contract with Bolander and Sons for the remediation of the <br /> TCAAP property. The total cost for acquisition and remediation was approximately$28.5 <br /> million. <br /> As we all know,the stadium proposal has come and gone. However, what has not come <br /> and gone is the commitment of Ramsey County to acquire, remediate, and help put the <br /> TCAAP property back into productive use. In June 2012,the County Board took action to <br /> apply for a DEED grant and other funding opportunities to help finance the remediation <br /> of the TCAAP property. On June 25, 2012 the City Council adopted Resolution 2012- <br /> 023: A Resolution in Support of the Acquisition and Remediation of the Twin Cities <br /> Army Ammunition Plant Site by Ramsey County. The DEED grant application was not <br /> successful but the County is continuing to work on the TCCAP project. In October 2012, <br /> the County Board amended the Bolander contract; and the Offer to Purchase (OTP) <br /> between the County and GSA has been extended until the end of the year. <br /> As the County continues to pursue the acquisition and remediation of the TCAAP <br /> property,they also want to firm up their partnership with the City. While the County fully <br /> expects to recapture its up-front financial investment into the TCAAP project,the County <br /> also wants to know that if they are going to invest up to $28.5 million into the TCAAP <br /> project,then the City supports them in their efforts to put the property into productive <br />
