EN HILLS <br /> MEMORANDUM <br /> DATE: November 19, 2012 <br /> TO: Honorable Mayor and City Council Members <br /> FROM: Patrick Klaers, City Administrator <br /> SUBJECT: City-County Joint Powers Agreement for TCAAP <br /> Background/Discussion <br /> At the November 13, 2012,regular City Council meeting, Council discussion took place <br /> on the proposed City-County Joint Powers Agreement(JPA) for the TCAAP site. This <br /> November 13th meeting was a follow up to the October 29, 2012, City Council work <br /> session on TCAAP. <br /> At the November 13th meeting, City Council feedback was received on the proposed JPA. <br /> Attached for your review is an updated red lined version of the JPA that reflects the <br /> Council comments from the November 13th meeting. <br /> Also at the November 13th meeting,the City Council indicated that it wanted a detailed <br /> review and discussion of various sections of the JPA. Accordingly,the City Council <br /> directed that the JPA be on this November 19, 2012, City Council work session agenda. <br /> Those who will be present at this work session to answer questions from the City Council <br /> regarding the JPA include City Staff Directors and Mike Norton, Kennedy & Graven, <br /> who is representing the City in the TCAAP negotiations with the County and who is the <br /> main author of the JPA. <br /> It is anticipated that at the Monday night work session I will have some information from <br /> the County to distribute on the sequence of events in 2013 if this JPA gets approved in <br /> 2012. Also, staff will have a map available to help explain the existing and planned trunk <br /> utilities situation. <br />
