,!Tt <br /> ,- DVEEN HILLS <br /> MEMORANDUM <br /> DATE: November 26, 2012 <br /> TO: Honorable Mayor and Councilmembers <br /> FROM: Patrick Klaers, City Administrator <br /> SUBJECT: Proposed Joint Powers Agreement for the Redevelopment of the Twin Cities <br /> Army Ammunition Plant <br /> Requested Action <br /> Approve the Joint Powers Agreement for the Redevelopment of the Twin Cities Army <br /> Ammunition Plant(TCAAP). <br /> Background <br /> The City Council has met to discuss the proposed City-County Joint Powers Agreement(JPA) <br /> for the TCAAP site at a work session on October 29, 2012, a regular meeting on November 13, <br /> 2012, and a work session on November 19, 2012. At each meeting, the City Council provided <br /> feedback which was incorporated into subsequent drafts. The attached red-lined and clean <br /> copies of the JPA incorporate the City Council's November 19 comments. <br /> The Ramsey County Board of Commissioners is expected to consider the proposed JPA and the <br /> amended Offer to Purchase (attached) at its November 27, 2012 meeting. <br /> Staff Recommendation <br /> Approve the Joint Powers Agreement for the Redevelopment of the Twin Cities Army <br /> Ammunition Plant. <br /> Attachments <br /> A.
