,!r, <br /> EN HILLS <br /> MEMORANDUM <br /> DATE: December 10,2012 <br /> TO: Honorable Mayor and City Councilmembers <br /> Patrick Klaers, City Administrator <br /> FROM: Terry Maurer, Public Works Director <br /> SUBJECT: Purchase Street Signs and Posts <br /> Background <br /> At the start of 2012 the City expected the need to adopt a Street Sign Maintenance Policy <br /> to address the federally mandated retro-reflectivity guidelines and to begin a sign <br /> replacement program to bring the City's street signs into compliance with the new policy. <br /> The dates for adoption of the City Policy and implementation have been pushed back <br /> from 2012 the mid 2014. <br /> Arden Hills has prepared for the 2012 date by first inventorying all of the signs in the <br /> City using Simple Signs and by budgeting $15,000 in the 2012 CIP to begin the sign <br /> replacement implementation (a copy of the CIP sheet for this item is attached). Staff <br /> would like to continue with the sign replacement even though the requirement to do so <br /> will not be in force for 18 months. By purchasing signs and posts now we will be able to <br /> do this work as time and weather permit through this winter and spring. <br /> This will essentially allow us to be in compliance with the federal law when it takes <br /> effect in 2014. Although we know what the requirements of the law and policy the City <br /> must adopt will be, it is staff s intent not to bring a policy to the Council until closer to <br /> the actual deadline. The reason for this is because we anticipate the League of Minnesota <br /> Cities will provide more definitive guidance on a draft policy as the deadline comes <br /> closer. <br /> Council Action Requested <br /> City Council is requested to authorize the expenditure of up to $15,000 for the purchase <br /> of new street signs and posts. <br /> City Council Meeting <br /> PAAdmin\Council\Agendas&Packet Information\2012\12-10-12 Reg Mtg\Packet\12-10-12 Sign Management.doc <br /> Page 1 of 1 <br />
