'It <br /> ,ARQEN HILLS <br /> MEMORANDUM <br /> DATE: December 10, 2012 <br /> TO: Honorable Mayor and City Council Members <br /> Patrick Klaers, City Administrator <br /> FROM: Sue Iverson, Director of Finance and Administrative Services <br /> SUBJECT: 2013 Employee Compensation Plan—Non Union Employees <br /> Background <br /> The City Council did a market study in late 2007 and implemented a compensation plan <br /> on December 1, 2007. The Council reviewed this plan with updated numbers in October <br /> of 2012 and made adjustments to the directors pay grade and a 1% COLA increase. This <br /> moved the plan into the City's target with the market. The City Council values its <br /> employees and is sensitive to the market in which they compete, therefore maintaining a <br /> viable compensation plan is vital to the City. <br /> Discussion <br /> Annually the City Council evaluates its compensation plan and determines if a cost of <br /> living adjustment(COLA) is appropriate. After evaluating the surrounding communities, <br /> most communities are adopting a 2% increase. The 2013 budget was prepared with a 2% <br /> increase for employees in 2013. This, in effect, helps to maintain the City's place in the <br /> market compared to surrounding communities and its comparables. <br /> The seasonal employee compensation plan has been reviewed by staff and no adjustments <br /> have been made to this plan for 2013. <br /> Attached are the compensation plans for January 1, 2013, for non-union employees for <br /> Council approval. <br /> Council Action <br /> Motion to approve the 2013 Employee Compensation Plan for non-union employees <br /> effective January 1, 2013 as presented and the Parks and Recreation 2013 Part-time scale <br /> as presented. <br />
