Streets. Streets on the TCAAP property shall be in conformance with <br /> local, county, and State requirements. A comprehensive street plan shall be <br /> submitted with the proposal, including a hierarchy of street types. The plan <br /> shall be integrated with the comprehensive pathway plan and provide for <br /> multimodal access throughout the TCAAP area. Roads designated as primary <br /> streets shall incorporate a "complete streets" approach that provides for the <br /> movement of pedestrians,bicyclists and transit vehicles as well as motorists. <br /> Subd. 7. Park, Recreation, Pathways, and Open Space Component. <br /> i <br /> A. Park, Recreation, Pathway, and Open Space Needs. In order to meet the <br /> needs of the development and population on TCAAP, the applicant shall <br /> dedicate developable land to create an integrated, park, recreation, pathway <br /> and open space system that is open to the general public. Private landscaping; <br /> private pathways; and rights-of-way, including landscaped medians and <br /> boulevards shall not count toward the park, recreation, pathway, and open <br /> space requirement. The park dedication requirement shall be based on the <br /> total acreage of former TCAAP property made available for sale by the <br /> General Service Administration, on behalf of the United States Army. The <br /> area made available for sale may exceed the combined area of the Mixed <br /> Business and Mixed Residential Zoning Districts. The park dedication <br /> requirement shall be as follows based on the total sale area: <br /> Park Dedication Requirement <br /> Total Sale Park Dedication <br /> Acres Requirement <br /> up to 450 10% <br /> 450-469 14% <br /> 470-489 17% <br /> 490-509 21% <br /> 510-529 24% <br /> 530-549 27% <br /> 550-584 30% <br /> 585+ 34% <br /> In lieu of the dedication of the land for recreational purposes,the City Council <br /> may require the developer to pay to the City, as an equivalent contribution, an <br /> amount in cash equal to the percentage of the land required to be dedicated, <br /> multiplied by the fair market value of land remediated to MPCA Tier II <br /> Residential SRV. The park dedication may be divided between a land <br /> dedication and cash contribution at the discretion of the City. <br /> B. Park, Recreation, Pathway and Open Space Plan. A park, recreation, and <br /> open space plan shall be prepared to serve the needs of the development, <br /> including a capital improvement plan and maintenance costs.
