AUAR and Master Plan Completion June 30, 2014 <br /> Regulations and Policies Completion September 30, 2014 <br /> E. Evaluation Criteria. Proposals will be ranked and finalists selected for interviews using <br /> criteria that include but are not limited to: <br /> • The proposal's responsiveness to the RFP, including format, clarity, understanding <br /> of development objectives and approach to the project; <br /> • Demonstrated experience,creativity,and technical competence of the Consultant <br /> Team and assigned personnel; <br /> • Demonstrated experience in successful engagement of elected and appointed <br /> officials, and other stakeholders; <br /> • Ability to communicate development and design scenarios, including the built <br /> environment, infrastructure, and public amenities, in a clear manner whether <br /> through text, mapping, drawings, or other graphic tools; <br /> • The ability to identify milestones, manage work flow, and meet project deadlines; <br /> and <br /> • A proposed budget that offers a high value to cost ratio and reflects the project's <br /> stated goals. <br /> The City shall not be liable for any expenses incurred by the Consultant Team prior to a formal <br /> Notice to Proceed, including but not limited to the proposal preparation, attendance at <br /> interviews, or final contract negotiations. The City reserves the right to reject any and all <br /> proposals submitted or to request additional information from any or all proposers. <br /> Page 16 of 20 <br />
