'It <br /> EN HILLS <br /> MEMORANDUM <br /> DATE: January 28, 2013 <br /> TO: Honorable Mayor and City Councilmembers <br /> FROM: Jill Hutmacher, Community Development Director Jq <br /> SUBJECT: TCAAP Request for Proposals <br /> The draft Request for Proposals (RFP) for the TCAAP AUAR, Master Plan, and Regulations & <br /> Policies is attached for City Council review. Responders are required to submit proposals for <br /> three tasks: <br /> Alternative Urban Areawide Review (AUAR). The AUAR is a form of an <br /> environmental analysis that is an alternate to an Environmental Impact Statement. An <br /> AUAR is specifically designed to address future,phased development. <br /> Master Plan. The Master Plan will build on previous City visioning and planning and <br /> will result in a land use plan that addresses transportation, utilities, and parks and open <br /> space. <br /> Regulations and Policies. The Regulations and Policies will include zoning and other <br /> regulations that implement the Master Plan. The regulations and policies will be used to <br /> guide and evaluate development proposals. <br /> The draft RFP has been reviewed by Mike Norton, Kennedy & Graven; Joel Jamnik, City <br /> Attorney; and Ramsey County administrative and engineering staff. The RFP is scheduled to be <br /> released to proposers by February 1, 2013. The submission deadline is March 15, 2013.
