Discussion
This program has been compared with having a full time intern who is an expert in multiple
disciplines, has access to all of the resources available through the University of Minnesota, peer
review, and professorial support, and requires minimal supervision. The amount of work that
could potentially be completed through this program is enormous, all of which would add value
to the community. The City of Minnetonka has commented that the work that they have seen out
of their participation in the program is at or near professional consultant quality work.
In order to be considered for participation into the program the City must commit both financial
resources and staff time to completing the projects. The overall project coordinator will be
aware of each project and act as the point of contact between the program administrators at
CURA and the City. Individual project leads will meet with CURA staff and professors to scope
individual projects and identify clear and valuable deliverables. Depending on the individual
project needs, project leads will maintain periodic contact with students and will accept the final
product, likely attending any student presentations.
Staff believes that the City has a good mix of projects and a strong application given the activity
surrounding the TCAAP property. Participation in the program also has the added benefit of
positive public relations for the City. CURA maintains a website throughout the project
highlighting the work being done by the University and the selected City, and hosts kick-off and
project-end events to celebrate the projects.
Staff is requesting that the Council discuss the RCP program and direct Staff on whether to move
forward with applying. Additionally, Staff is seeking direction on the funding amount and
sources.
Recommendation
Staff recommends moving forward with the RCP program application and including $60,000 as a
funding contribution.
Resilient Communities Project Funding Sources
Funding Source Funding Amount
Ramsey County Administration $10,000
Ramsey County Environmental Health $25,000
Cable Fund $10,000
Utility Funds $10,000
General Fund $5,000
Total $60,00
City of Arden Hills
February 11, 2013, Regular Council Meeting
Page 4 of 5
