According to a survey done by Cottage Grove of 52 Metro-area communities, 19 communities <br />allow residents to have chickens and other fowl while 35 have opted to prohibit them. Fridley, <br />Maplewood, New Brighton, Shoreview, and Roseville are among communities that allow <br />chickens and other fowl; Blaine, Columbia Heights, Coon Rapids, and Woodbury do not. <br />Ordinances typically define fowl as separate from farm animals, and regulate which species are <br />allowed, how many can be kept on a parcel of land, and the setbacks for coops. Some <br />communities, such as Shoreview, allow chickens with a Conditional Use Permit granted by the <br />City Council; others allow them through an administrative permit. <br />Staff is seeking direction from Council on whether there is an interest to allow the keeping of <br />fowl on residential properties in the City. If the City Council directs Staff to work on this issue <br />we would research what other communities have done and work with the Planning Commission <br />to recommend ordinance revisions that would allow fowl. The process would include identifying <br />potential negative impacts on neighboring properties and the community, and the creation of <br />regulations to minimize those impacts. <br />Requested Action <br />Review the attached articles and provide direction to Staff on whether to move forward with an <br />ordinance revision to allow urban fowl or not. <br />Attachments <br />Attachment A – Newspaper Articles <br />
