7.PUBLIC FINANCING PROJECT EVALUATION PROCESS <br />A.The following fivemethods of analysis for all public financingproposals will be <br />used: <br />1.Consideration of project meeting minimum qualifications <br />2.Consideration of project meeting desired qualifications <br />3.Project meets “but-for” analysis and/orstatutory qualifications <br />4.Project is deemed consistent with City’s Goals and Objectives <br />5.Score of a “B” or higher on the TIF report card <br />Please note that the evaluation methodology isintended to provide a balanced review. <br />Each area will be evaluated individually and collectively and in no case shouldone <br />area outweigh another in terms of importance to determining the level of assistance. <br />Adopted by Arden Hills City Council_____, 2013 <br />City of Arden Hills Public Financing Policy Page 7of 7 <br />February 25, 2012 <br />
