MEMORANDUM

DATE: April 8, 2013

TO: Honorable Mayor and City Councilmembers

FROM: Patrick Klaers, City Administrator
Sue Iverson, Director of Finance and Administrative Services

SUBJECT: Closed Meeting for Union Negotiations

Background/Discussion

The Personnel Committee met on March 11, 2013, and provided feedback on the contract
proposal submitted by the Union.

Staff and our representative, Bill Joynes (Midwest Government Advisors), met with the Union
Business Agenda, Kent Korman, and the Union Representative on March 15, 2013. At this
meeting we reached a tentative agreement pending approval of the City Council and the Union
employees.

The City Council, by consensus, accepted the proposal on March 18, 2013. However, the Union
employees rejected the proposal during their meeting on March 19, 2013.

A closed meeting was held prior to the regular City Council meeting on March 25, 2013, to
discuss the Union Contract. Based on that discussion, the item was withdrawn from the regular
City Council agenda.

Since the March 25, 2013, City Council meeting, it is believed that an agreement has been
reached. This assumes that the Council is in favor of what was planned to be recommended on
March 25th.

11
Page of
