ARDEN HILLS CITY COUNCIL FEBRUARY 11, 2013 3 <br /> <br />MOTION: Councilmember Holmes moved and Mayor Grant seconded a motion to <br />approve the Consent Calendar as amended and to authorize execution of all <br />necessary documents contained therein. The motion carried unanimously (4- <br />0). <br /> <br />6. PULLED CONSENT ITEMS <br /> <br /> <br />A.Planning Case 12-019 1201 County Road E Development Agreement <br /> <br />Councilmember Holden <br />stated that the Development Agreement references the plan set which is <br />included in the packet. She indicated that several of the plans reference future property and sewer <br />lines, which is unacceptable since the Council has not agreed to a subdivision of the property. <br /> <br />City Planner Beekman <br />indicated that staff will ensure that the submission of the final plan set <br />does not reference a future subdivision. <br /> <br />MOTION: Councilmember Holden moved and Councilmember Holmes seconded a <br />motion to approve the Development Agreement for the Master and Final PUD <br />regarding the redevelopment of 1201 County Road E subject to the final plan <br />set not referencing a future subdivision. <br /> <br />Councilmember Holmes <br />inquired if anything is currently happening with the parcel. <br /> <br />Mayor Grant <br />asked if there will be proof of parking. <br /> <br />City Planner Beekman <br />stated that the applicant is not intending to use proof of parking. <br /> <br />The motion carried unanimously (4-0). <br /> <br />7. PUBLIC HEARINGS <br /> <br /> <br />None. <br /> <br />8. NEW BUSINESS <br /> <br /> <br />A.JDA Appointments <br /> <br />Mayor Grant <br />stated that the City and Ramsey County entered into a Joint Powers Agreement <br />(JPA), which specifies how the redevelopment of TCAAP will take place. The JPA also specifies <br />that its governing body will be the Joint Development Authority (JDA) Board. He noted that the <br />JDA Board will consist of two members from the City Council, two members from the Ramsey <br />County Board of Commissioners, and one resident of Arden Hills to be appointed by the City <br />Council. He noted that the resident will serve as the Chair of the Board and will commit to a two- <br />year appointment. <br /> <br />Mayor Grant <br /> stated that Rafael Ortega and Blake Huffman were chosen as the two <br />representatives from the Ramsey County Board of Commissioners. <br /> <br />
