ARDEN HILLS CITY COUNCIL FEBRUARY 11, 2013 5

City Planner Beekman
stated that after a City is selected for the program, it will probably take
about three months to identify which projects will be selected. Work will commence on the
chosen projects during the fall 2013 semester, with deliverables being due in May, which
correlates with the end of the school year.

Mayor Grant
stated that the City of Minnetonka indicated that the quality of work they received
through this program was at or near professional level quality.

Councilmember Holden
questioned, if chosen for this program, how staff will balance their
daily work with the addition of the Resilient Communities projects.

City Administrator Klaers
stated that it will be a challenge; however, the projects would be
divided up among multiple staff members. He noted that a time estimation cannot be given by the
administrator of the program until projects have been selected.

Councilmember Holmes
asked if activities related to the B2 project should be included in the
application.

Discussion took place regarding the timing of the B2 project compared to the RCP.

Discussion continued regarding the list of proposed projects.

Mayor Grant
noted that the work product would be owned by the City.

MOTION: Councilmember Holmes moved and Councilmember Werner seconded a
motion to direct staff to move forward with an application to be considered
for the Resilient Communities Project (RCP) program. The motion carried
unanimously (4-0).

C.Public Entity Innovation Grant (PEIG) Application

City Planner Beekman
stated that as part of the Resilient Communities Project (RCP), staff is
identifying multiple funding sources to include as a financial contribution to the program. One
such source is a grant opportunity through Ramsey County Environmental Health through a
Public Entity Innovation Grant (PEIG).

City Planner Beekman
explained that PEIG is a program that provides financial assistance to
public entities for the purpose of creating and implementing innovative programs to increase
source reduction and residential recycling efforts, initiate residential organic management
programs, expand public space recycling, and address bulky waste management.

City Planner Beekman
indicated that the Ramsey County Environmental Health staff feels the
Resilient Communities Project (RCP) would be a good fit with the PEIG program, and the City is
eligible to apply for up to $25,000 of grant funding.

Councilmember Holden
questioned whether cities are eligible for this grant.
